Attic, Floor and Duct Insulation

Insulation is one of the easiest, most cost-effective ways to make your property more comfortable year-round. Insulation helps maintain a uniform temperature in the property, keeping units warmer in winter and cooler in summer. Energy Trust cash incentives include:

Attic insulation—$0.30 per square foot
If current attic insulation is R-0 (no insulation) to R-18, you can upgrade to R-38

Floor insulation—$0.30 per square foot
If current floor insulation is R-0 to R-11, you can upgrade to R-30 or fill the cavity

Duct insulation—50 percent of cost up to $100
If current duct insulation is R-2 or less, you can upgrade to R-11

Comfort Now Bonus Package
Multifamily property owners can earn a 20 percent bonus incentive when they complete installation of both windows and insulation by June 30, 2012. Learn more.

Your property must be an Oregon rental property or condominium building with five or more units (properties with fewer than five units, please visit the Small Multifamily pages). The property’s energy must be primarily delivered by Portland General Electric, Pacific Power, NW Natural or Cascade Natural Gas to qualify for Energy Trust cash incentives. Energy-saving improvements must meet program requirements.

  1. Find a Trade Ally contractor (if applicable)
  2. Install your new qualified equipment
  3. Submit paperwork:
  • Form 320W (DOC) - Incentive Application for Weatherization
  • Proof of payment (invoice or receipt marked paid) and contractor's invoice (if applicable)
  • Utility bill(s)
  • IRS form W-9 

*Note: A post-installation inspection may apply for all equipment not installed by licensed contractors. A post-installation inspection may also be performed if your incentive amount is over $5,000.
