Lighting + Lighting Controls

Energy-efficient lighting can illuminate a whole new world of cost savings and enhance the work environment or guest experience. Lighting upgrades are the best—and often, the easiest—first step in any energy-efficiency program and can pay back your investment cost through energy savings in as little as two years or less. Energy Trust offers cash incentives for lighting and lighting control projects.

Energy Trust Incentives

Energy Trust pays cash incentives for energy-efficient lighting and lighting control installations. Standard Track lighting projects more than $3,000 and custom projects must be pre-approved by Energy Trust.

Compact fluorescent fixtures  
Eligible unit shall consist of an electronic ballast and compact fluorescent lamp. Ballasts must be certified by a nationally recognized testing laboratory (NRTL). All fixtures must be hard-wired.

Cold cathode fluorescent lamps  
Eligible units shall consist of cold cathode fluorescent lamps that are not used with digital dimming systems. They will be certified by a nationally recognized testing laboratory, have a minimum 2 year warranty and have a hard-wired fixture.

High-efficiency fluorescent fixtures (T8 or T5)  
Recessed or surface-mounted fixture with electronic ballast. Each eligible unit shall consist of a ballast and not more than 2 lamps, or a low-power ballast (ballast factor less than 0.80) for more than 2 lamps. Overall luminaire efficiency shall exceed 72% for parabolic fixtures or open-bottom luminaires, and 80% for prismatic lensed luminaires. Luminaire efficiency shall be tested per IES standards.

High performance T8 fluorescent fixtures
(super, ultimate, ultra, extreme)		  
Fixtures with high performance electronic ballasts and T8 lamps only. Each eligible unit shall consist of a ballast and not more than four lamps. The lamp/ballast combination shall have a maintained efficacy of 90 lumens per watt (mean lumens/ lamp nominal watts).

High-efficiency pendent & wall mounted indirect fluorescent fixtures  
Each eligible unit shall consist of a four-foot section containing not more than 3 lamps, with an indirect or indirect/direct light distribution. Overall fixture efficiency shall exceed 77%.  
T8 lamps with electronic ballast per 4 ft. section $14
T5 lamps with electronic ballast per 4 ft. section $20
High bay T8 or T5 fixtures  
Each eligible unit shall have three or more lamps for T5 fixtures, and four or more lamps for T8 fixtures. Fixture must be installed in a high bay area with a minimum ceiling height of 15 ft. Overall fixture efficiency shall exceed 81% for T8 fixtures and 88% for T5 fixtures.

Bi-Level Lighting  
Each eligible unit shall consist of a four-foot section containing two T8 or T5 lamps, with an integrated occupancy sensor and dimming ballast capable of at least 50% Wattage reduction. Units must be installed in a restroom, stairwell, or emergency egress corridor. Units required by code are not eligible.

Fluorescent controls  
Each eligible unit shall be hard-wired and use passive infrared and/or ultrasonic technology, or two-technology. Unit must control a minimum of 100 Watts. All units with manual "ON" overrides are not eligible. Units required by code are not eligible. (Note 1)

Each eligible unit shall contain a photo sensor that controls a minimum of 200 Watts. All units with manual "ON" overrides are not eligible. Units required by code are not eligible. (Note 2)

Each eligible unit shall control fluorescent fixtures based on occupancy, and must control a minimum of 200 Watts. Ballast power consumption in 'Low' mode must not exceed 50% of full load. All units with manual "ON" overrides are not eligible. Units required by code are not eligible. (Note 1)  
Occupancy controlled hi-low switching $60
HID controls  
Each eligible unit shall control HID fixtures based on occupancy, and must control a minimum of 700 Watts. All units with manual "ON" overrides are not eligible. Units required by code are not eligible. (Note 1)

Each eligible unit shall contain a photo sensor that controls a minimum of 700 Watts. All units with manual "ON" overrides are not eligible. Units required by code are not eligible. (Note 2)

LED Refrigerator Case Lighting  
Each eligible unit shall consist of a low or medium temperature case operating 18 or 24 hours per day. Unit must be permanently installed with an electronic ballast.  
LED refrigeration case lighting (per linear foot-width) $30

Notes:

  • Offices less than 300 square feet, meeting rooms, conference rooms and classrooms are required by the Oregon Structural Specialty Code Chapter 13 to install occupancy sensors. Units in these space types are not eligible for Energy Trust incentives.
  • Daylight dimming control units in atriums and classrooms and on exterior lighting are required by the Oregon Structural Specialty Code Chapter 13, with some limited exceptions. Units in these spaces are not eligible for Energy Trust incentives.

Energy Trust provides cash incentives to Oregon businesses for energy efficiency and renewable power projects. To qualify, you must:

  • Have a project site in Oregon.
  • Be served by Portland General Electric or Pacific Power.
  • Pay or plan to pay the public purpose charge. If you’re unsure whether you meet this requirement, please contact your utility.
  • Be undertaking new construction or installing new equipment as part of a tenant improvement, an addition to an existing structure or a major renovation* to an existing structure.
  • Be a commercial, industrial, manufacturing or institutional building.

* A major renovation of an existing commercial, non-residential structure is defined as the replacement of both lighting and HVAC that serve more than 50 percent of the total building area. Please contact us for assistance in determining whether your project meets this classification.

If your project is eligible, enroll by following these steps:

  1. Contact us to discuss your plan.
  2. Submit Project Enrollment Form 510E. An Energy Trust Outreach Manager will be assigned to help determine your energy-efficiency project opportunities.
  3. Submit Standard Track Workbook: Form 520S.
  4. Purchase and install equipment and energy upgrades.
  5. Submit Payment Request Form 540PR and all supporting documentation, including IRS Form W-9.
  6. A project may be required to participate in a site verification visit.
  7. Receive your check.
  8. Discuss post-construction incentive opportunities with your Outreach Manager.
