For new construction the incentive is calculated at $0.10 per kilowatt hour and $0.80 per therm for the project’s first year annual savings. For major renovations the incentive is calculated at $0.18/kWh and $1.00/therm for the project’s first year annual savings.
USGBC LEED Track incentives are determined through one of the following ways:
- The incentives are based on the estimated energy savings determined by the energy analysis submitted to USGBC. Savings may be adjusted to reflect building performance using an Oregon code baseline.
- USGBC allows some projects to follow a prescriptive pathway in pursuit of LEED NC or LEED CS Energy and Atmosphere Credit 1 points. For these projects, incentives are determined by calculating savings based on the number of Energy and Atmosphere Credit 1 points awarded by the USGBC to the project, the project size, occupancy type and whether the building is new or existing.
Additional Incentives
Incentives for enhanced commissioning and measurement and verification are available for up to $40,000 per project for both LEED NC and CS projects.
Enhanced Commissioning
LEED NC and CS projects are eligible for additional incentives if the project receives Energy and Atmosphere Credit point 3 for enhanced commissioning. The incentive is equal to $0.015/kWh and $0.10/therm saved.
Measurement and Verification
LEED NC and CS projects are eligible for additional incentives if the project receives Energy and Atmosphere Credit point 5 for Measurement and Verification. The incentive is $0.015/kWh and $0.10/therm.
LEED CS projects must receive both Energy and Atmosphere Credit point 5.1 and 5.2 to receive the additional incentive for Measurement and Verification.
Early Design Assistance
LEED Track projects are eligible to receive $2,500 for early design assistance. For further information, refer to the early design incentive application form.
To be eligible to receive incentives, a project must meet ALL the following criteria:
- The project must be served by Portland General Electric or Pacific Power to receive incentives for electric measures and NW Natural or Cascade Natural Gas to receive incentives for gas measures.
- The project must pay or plan to pay the public purpose charge.
- The project site must be located in Oregon.
- The project must be new construction, an addition, tenant build out, or a major renovation to an existing structure.
- The project must be a commercial, industrial, manufacturing or institutional building.
Eligible building types may include office, retail, healthcare and hospitals, warehouse or storage, restaurant, manufacturing, grocery, hotels and motels, public and private schools or colleges, mixed-use, high-rise multifamily residential (more than 3 stories) and parking garages.
If your project is eligible, you can enroll it by following these steps in the specified order:
- Contact us to discuss your plan.
- Submit Project Enrollment: Form 510E before purchasing any equipment or materials for the project.
- Submit the USGBC LEED NC and LEED CS Incentive Workbook: Form 520L.
- Receive approval from Energy Trust.
- Purchase and install the equipment and energy measures.
- Notify us that your measures are installed. Provide estimated date for receiving your LEED certification.
- Submit the Payment Request: Form 540PR.
- Submit all supporting documentation.
- Project may be required to participate in a site verification visit.
- Receive your check.
