New incentive application options
Two new measure-specific incentive applications are now available to make it easier to apply for Energy Trust incentives. Form 320ADS can be used for air sealing, duct sealing and duct insulation work; Form 320WI can be used when installing windows or wall insulation. Both incentive application forms must be submitted along with your standard company invoice.

The new forms capture all the required data points and efficiency ratings. You will no longer need to add additional information to your company’s invoice.

Upcoming initiative: Savings Within Reach
In September 2009, Energy Trust will offer Savings Within Reach, a tier of moderate income incentives designed to assist homeowners with out-of-pocket expenses for energy-efficient improvements that may have been previously unaffordable. To qualify, a household’s moderate income will be based on gross income and number of occupants.

Homeowners interested in Savings Within Reach will be able to log on to Energy Trust’s Web site to access a list of trade allies who can provide no-cost home assessments and recommendations. Trade allies who provide their services under this initiative will offer Energy Trust incentives as a discount on the customer’s final invoice.

Savings Within Reach focus group and Webinar
On Monday, July 27, 2009, trade allies interested in becoming Savings Within Reach contractors must either attend a Savings Within Reach presentation or participate in a Webinar. The presentation and Webinar will detail the initiative’s incentive structure, educate you on the ways in which the initiative will work for you and your clients, provide you with instructions for applying to become a Savings Within Reach contractor and give you an opportunity to ask additional questions. Gain a better understanding of the program without leaving your office. The Home Energy Solutions team has developed two monthly Webinars to make it easier to understand program requirements. These free, one-hour Webinars provide an in-depth look at the 2009 Home Energy Solutions forms and resources and the 2009 Home Energy Solutions Weatherization Specifications Manual.

    Learn how to access online forms and other trade ally program resources, plus receive valuable tips for submitting complete incentive applications, including the required documentation for specific incentive measures. If Energy Trust has ever contacted you regarding missing application information, or you have new sales or administrative staff, you and your staff are strongly encouraged to participate.
  • 2009 Weatherization Specifications Webinar
    Learn about the most common causes of corrective actions and discover ways to ensure your installations are complete. This interactive Webinar also offers a complete review of each specification and provides visuals to demonstrate correct and incorrect installation techniques. Ductless Heat Pump Pilot incentives still available
Incentives for single-family homes and multifamily units primarily heated by electric resistance systems are still available under Energy Trust’s ductless heat pump pilot. A $400 Energy Trust incentive is available, in addition to state and federal tax credits. To qualify for these incentives, the ductless heat pump must be installed by an Energy Trust trade ally and meet other program requirements.

We encourage you to reserve your customer’s ductless heat pump incentive because they are paid on a first-come, first-served basis. To reserve a ductless heat pump pilot incentive or to receive a program fact sheet and the new incentive application (Form 320J), contact at 503.523.4836.

Quality control tip of the month: vapor-permeable air barriers
A vapor-permeable air barrier is required to receive Energy Trust’s insulation incentives in human-contact areas and for kneewall projects. Insulation in attics, basements, garages, storage areas or other areas where occupants go for routine maintenance or storage must be covered with a vapor-permeable air barrier to limit occupant exposure to insulation fibers. Kneewall insulation, whether new or pre-existing, must be covered with a durable, vapor-permeable air barrier material to prevent air penetration of the insulation and to ensure the insulation is held in full contact with the wall cavity. Kneewall areas are often designed to have passive ventilation, which promotes air movement behind the kneewall.

Since insulation is most effective when air movement is static or trapped, the vapor-permeable air barrier minimizes wind-washing, and promotes optimum R-Value and energy savings. The key to a vapor-permeable air barrier is using a product that allows vapor transmission but blocks air movement. There are several new, inexpensive woven-nylon-sheet products available at big box stores and professional suppliers. Receive pre-approval for multifamily upgrades
Remember to contact the Multifamily team for pre-approval on all projects. Receiving pre-approval will ensure program compliance and, more importantly, it will ensure the property owner can apply for the Oregon Department of Energy Business Energy Tax Credit. Property owners are required to submit their Business Energy Tax Credit applications prior to financially committing to any qualifying energy efficiency project, including purchasing materials and signing a contract.
