Energy Trust of Oregon
2010 residential incentive changes

Beginning January 1, 2010, there are a number of changes to Energy Trust’s program offerings for homeowners, homebuyers, builders, retailers and installers. For existing homeowners, there are three incentive changes that will go into effect. In addition, we are including dishwashers in our suite of appliance offers. We have also updated the incentive structure for existing and new construction mobile homes.

For new homebuilders, we will continue to offer incentives through the Energy Performance Score structure, and solar installers will continue to receive the incentives amounts that were changed November 2009. Please take the time to make yourself aware of the changes that affect your business, and modify your materials, communications and messages to include the new details. For more information, read the program updates in this issue of INSIDER and visit the Updates section of the Energy Trust website.

OREGON DEPARTMENT OF ENERGY: Business Energy Tax Credit rulemaking

The Oregon Department of Energy adopted temporary Oregon Administrative Rules for the Business Energy Tax Credit (BETC) November 3, 2009. These rules were adopted on an emergency basis following the 2009 Oregon Legislative session and the subsequent direction by Governor Kulongoski to the Oregon Department of Energy regarding BETC rule changes. Because these rules do affect your customers, you may want to review them. The temporary BETC rules will be effective until May 1, 2010.

The Oregon Legislature will be meeting in special session in February 2010. The Oregon Department of Energy will have a formal rulemaking for the BETC Administrative Rules following this session. At that time, there will be a public hearing for interested parties. Please watch the Oregon Department of Energy website for updates to the BETC rules.
