Properly insulating your floors, walls and attic keeps you comfortable throughout the year, reduces outside noise, saves energy and reduces your heating and cooling costs. To maximize the performance of your insulation, and qualify for an incentive, it is recommended that you have a qualified contractor seal air leaks in areas where insulation will be installed.  

Insulation improves your comfort during winter and summer. While you need to use heating equipment and fuel to stay warm in winter, in summer you can cool off without major spending. Keep cool in hot weather with these tips to beat the heat.

Energy Trust Incentives

Customers in Oregon

Homes Heated with Gas

The following incentives are available to customers in Oregon who primarily heat their homes with gas:

  • Attic/ceiling:
    • $0.25 per square foot if existing condition if R-12 or less
    • $0.25 per square foot up to $100 if existing condition is between R-13 and R-18
  • Floor: $0.30 per square foot up to $150, must be installed with qualifying attic insulation installation and be submitted on the same incentive application.
  • Rim joist: $0.30 per square foot
  • Wall: $0.30 per square foot up to $150, must be installed with qualifying attic insulation installation and be submitted on the same incentive application.
  • Knee wall: $0.30 per square foot
  • Boiler pipe: $0.50 per linear foot

To qualify for this incentive:

Homes Heated with Electricity

The following incentives are available to customers in Oregon who primarily heat their homes with electricity:

  • Attic/ceiling:
    • $0.25 per square foot if existing condition is R-12 or less
    • $0.25 per square foot up to $100 if existing condition is between R-13 and R-18
  • Floor: $0.30 per square foot
  • Rim joist: $0.30 per square foot
  • Wall: $0.30 per square foot
  • Knee wall: $0.30 per square foot

The following incentives are available for single-family rental properties heated with gas or electricity:

    • $0.50 per square foot if current insulation is R-12 or less
    • $0.25 per square foot up to $100 if current insulation is between R-13 and R-18
  • Floor: $0.40 per square foot
  • Rim joist: $0.30 per square foot
  • Wall: $0.50 per square foot
  • Knee wall: $0.30 per square foot
  • Boiler pipe: $0.50 per linear foot

To qualify for this incentive:

Moderate-Income Residents

Moderate-income Oregon residents who participate in Savings Within Reach are eligible to receive an increased cash incentive when insulation is installed by a participating contractor. Special requirements apply. See all available cash incentives for moderate-income residents.

Customers in Washington

Homes Heated with Gas

The following incentives are available to NW Natural customers in Washington who primarily heat their home with gas:

  • Attic/ceiling: $0.25 per square foot
  • Floor: $0.30 per square foot
  • Rim joist: $0.30 per square foot
  • Wall: $0.30 per square foot
  • Knee wall: $0.30 per square foot
  • Duct: 50 percent of cost, up to $100
  • Boiler pipe: $0.50 per linear foot

Duct R-2 or less R-11; must be sealed before insulation is applied. A carbon monoxide monitor is required on every floor with a bedroom.

Incentives are subject to funding availability and may change.

Customers in Oregon heating their homes with electricity or natural gas from Portland General Electric, Pacific Power, NW Natural or Cascade Natural Gas can participate.

NW Natural customers in Washington who heat their homes with natural gas can receive our incentives.

Oregon homeowners who heat with oil, propane, kerosene, butane or wood can conduct their own energy audit and apply for cash rebates for installed weatherization upgrades through the Oregon Department of Energy's State Home Oil Weatherization program.

Energy Trust does not pay incentives for energy-efficiency improvements that are required for building code compliance, such as remodeling, renovation or new additions to a home.

Incentives are not intended to influence consumer decisions on fuel sources.

Follow these easy steps to receive a cash incentive for installing insulation in your home:

1: Establish your eligibility.

2: Select a contractor and have the work completed.
To receive an Energy Trust cash incentive, Oregon customers can contact a qualified, energy-efficiency-trained Energy Trust trade ally contractor or any contractor with a current Oregon Construction Contractors Board license.

NW Natural customers in Washington can use an Energy Trust trade ally or any other registered Washington contractor.

3: Sign and submit your incentive application within 60 days of installation. Often, your contractor will help you complete the application form.
