Our Location

Energy Trust provides for a range of work location options, including remote in Oregon and the state of Washington, hybrid and in-office work. Energy Trust is only able to employ in Oregon and Washington. This position will represent Energy Trust in public settings and potentially at community events. The Workforce Development Manager would be expected to report to the office on a quarterly basis, at minimum.

What We’re Looking For:

Energy Trust has a Trade Ally Network of over 1,600 independent businesses that install energy efficiency and renewable energy upgrades across residential, commercial, industrial and renewable market sectors. Trade allies are frequently the only interaction that customers have with Energy Trust programs, and they provide critical access to our available incentives across our service area, especially in rural communities.

Energy Trust has been working to expand the diversity of its trade ally network and ensure that rural contractors have the support they need to participate in programs. A Contractor Development Pathway program was launched in 2022 to assist existing contractors with getting involved in our programs and that work is continuing to evolve and expand. Beyond supporting existing contractors, Energy Trust is also seeking to help build a strong and qualified pipeline of workers with industry partners such as workforce development boards, community colleges, and local organizations.

Based in the Communications and Customer Service (CCS) Group, the Workforce Development Manager establishes the strategic direction and roadmap for Energy Trust’s contractor development and trades workforce development programming. This manager provides functional area management and leadership to ensure a healthy trade ally network where businesses have the capacity and workforce needed to maintain and grow their business.

As the lead manager of trades workforce programming, you will supervise all activities related to the design, development, and implementation of Energy Trust’s trade ally network capacity and workforce development offers. You will manage an in-house team of trade ally network professionals, day-to-day trade ally network administration, in addition to working with and directing program delivery vendors who are responsible for implementation. This role works with Energy Trust program staff to identify trade ally network delivery gaps, priority trades and then builds out and implements strategies to fill those gaps. The Workforce Development Manager will report to the Sr. Customer Experience Operations Manager.

The successful candidate will bring experience in strategy and management of workforce development programs and develop strong stakeholder relationships across relevant businesses, training partners, workforce development boards and educational institutions.

What You’ll Do:

  • Strategy and Program Development
    • Develop and implement organizational strategy for supporting a thriving trade ally network that addresses both existing business capacity and worker pipeline requirements.
    • Collaborate with and integrate feedback from Energy Trust staff, public-sector, private-sector, and non-profit employers in the creation of the strategy to ensure industry and internal program needs are being met.
    • Use data-driven approaches including gathering labor market information, talent demand and skills requirements, to create an effective strategy.
    • Lead for Contractor Development Pathway program implementation ensuring that pathway completion leads to energy efficiency projects.
  • Industry and Stakeholder Engagement
    • Work closely with economic development entities, chamber organizations, community colleges, employers, government entities, community-based organizations and workforce development boards to align strategies and leverage outside funding and programming.
    • Meet with local industry representatives to assess workforce and talent needs specific to the trades.
    • Develop and maintain strong relationships with training providers and workforce development agencies to create effective and efficient workforce solutions.
  • Staff Management
    • Leads the group’s Trade Ally team and its functions, including hiring and training, mentoring, appraising performance, and guiding the development of employee work plans.
    • Manages and provides day-to-day oversight of trades workforce development programming including assigning work to internal team and external program delivery subcontractors and internal trade ally network administration staff.

  • Performs all functions of the job in a safe manner.

SUPERVISORY RESPONSIBILITY

This position supervises employees and contractors within their group and directs the work of external program delivery subcontractors.

What You’ll Need:

  • Minimum of seven years of experience in trades workforce development, including designing, implementing and evaluating programs.
  • At least two years of experience supervising staff and/or managing a team.
  • Demonstrated experience managing delivery contractors and ensuring successful results.
  • Exceptionally strong problem-solving skills.
  • Experience managing budgets and forecasting future needs.
  • Experience managing projects in a complex organization and using standard project management methodology.
  • Excellent written, oral, listening and interpersonal skills with ability to communicate ideas in both technical and user-friendly language.
  • Excellent interpersonal skills and experience collaborating across multiple teams to achieve results.
  • Experience working in a team-oriented, collaborative environment.
  • Experience prioritizing and executing tasks in a high-pressure environment.
  • Strong customer service orientation and stakeholder engagement skills.
  • Available to work off-hours and extended hours as needed.
  • Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.

Actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, and certifications in the pay equity assessment to determine equitable salary placement.

Starting Compensation: $90,500 -$115,700
