Commercial new construction and major renovation projects in Oregon that are served by Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista and contribute to the public purpose charge and/or system benefit charge are eligible. The sooner, the better. Once you have basic information about your project’s location, estimated scope and timeline, contact us to enroll your project and take advantage of our suite of flexible incentive packages. From early design to post-construction, we’ll stay on top of incentive requirements and timelinesso you don’t have to. 

You have two options for enrollment: we can handle it for you, or you can enroll on your own. If you’d like us to enroll your project, simply submit your project details through the Contact Us form, and an outreach manager will begin your enrollment. If you prefer to enroll yourself, choose between our PDF enrollment form or DocuSign enrollment form. 

Yes! Enrollment applications can be submitted until the end of construction, although enrolling early unlocks the most potential incentives.  

Our New Buildings program is provided at no cost to participating customers. Energy Trust funding comes from utility customers and is invested in low-cost energy efficiency through programs like New Buildings. 

Available cash incentives range from early design support and technical studies to equipment installation and post-construction energy metering.  
 

We provide cash incentives to the project owner, defined as the project team member who is paying for the work to be done.  

Yes, owners and project stakeholders who want to pursue ambitious savings goals for their new construction project may qualify to participate in Path to Net Zero, a program that aligns with the objectives of the Architecture 2030 Challenge. 

We’ll take the guesswork out of the incentive process by reviewing your project scope and construction documents to check for any available incentive opportunities.  

The most important step is to enroll your project early to make sure you don’t miss out on any incentive opportunities. From collecting documentation to the final on-site visit, your outreach manager will guide you every step of the way. 

Project changes are expected and typically not a problem. Once your project is enrolled, we’ll work with you at your pace to make sure your incentives are on track through every timeline shift and design change. 

Once you enroll your project, you will have a dedicated outreach manager to guide you through every step of the process, help inform your energy efficiency decisions and identify potential incentives.

Oregon state law requires that public entities spend 1.5% of public building construction costs on green energy technology. Incentives are available for affordable and market-rate multifamily projects for the following building types: 

  • Stacked multifamily buildings, such as apartments or condominium buildings with two or more stories 
  • Shelters 
  • Assisted living properties

If your multifamily project has committed to achieving at least 5% energy savings over code performance, you may be eligible for incentives through our Market Solutions offering. This is a streamlined solution for projects that aren’t choosing to pursue energy modeling but are making holistic design choices to realize energy savings.
